The development chapter serves as a developer’s handbook, both for those building the initial release, and those who will be maintaining the solution going forward.
Most architecture documentation standards call this chapter the development view (development viewpoint). They often cover things like design principles and testing as well, but I prefer to cover those two topics in their own chapters.
